That means they can still lay claim to the car, even if it changes hands and I'm not completely sure but I bet they also get notified if the title does get transferred to a new name as well. i used to work for an energy company and people would die with debt/credit all the time.

i never worked in bereavements, so don't know the legal ins and outs.

But there was often a weird situation where because of data protection we couldn't tell anyone where the account stood unless they proved they were responsible for the estate, and once they did that they were then responsible for the debt.
