Timothy McVeigh was a terrorist. It's not just political violence, you have to have a partner or a "shared" cause. Dylan Roof had none of that, and didn't associate with any movement.

Brevik was a terrorist on the other hand because all of his killings were politcally motivated, though if he hadn't attacked the government building, he could just be relegated to "lone nut" status.
