OP, a good question. Basically the very question the founding fathers of the USA faced. By separation of powers, they hoped a system of checks and balances would keep corruption at bay. But it is not perfect, and they knew this, so a system of amendments was established.

The sad truth is that the most corrupt resistant system in place, it still exists. In essence, we don't know how to do it. But it beats the hell out of Communism, a system that sounds woke on paper, but fails miserably in practice, because it is a corruption fertilizer.

Democracy is part of the solution, transparency helps, but without strong moral leaders all we end up with is more crap. ;_;
