I work for a large company in IT, we get probed all the time by foreign hackers. This is why InfoSec is a vital part of any company's IT infrastructure.
To theorize that the Russians changed vote tallies of offline machines due to targeting of voter software companies is absolute hogwash.
If the actual findings (and not theories) in this article are true, it would be wise to look into if those companies are selling software to Russia. Perhaps they were probing US infrastructure to prepare to rig one of their own elections, where they could manipulate the physical machines.
