Being ethnically and culturally homogenous helps. Japan is something like 95% Japanese. Japanese immigration is also heavily restricted and encourages their population to report illegals and do other "neighborhood watch" style acts.

Because they do not have direct/built-upon Judeo values and in general a lack of Jews and Christians. Also japan has had little, if literally anything at all, to do with the fuck ups, destruction, war, and shit that has happened in the middle east over the last 30-50 years. Sure Japan and a lot of the east has become just another liberal, hedonistic, money-worshipping, capitalist arm/branch of the degenerate west (being lead by the United States and EU) being controlled by kikes and bankers but there is little reason to cause terrorism there. Remember, the point of terrorism is to inject fear into the hearts of the enemy and to create huge shock value to disturb the daily lives of the enemy; to make a huge point and to get the enemy's attention and to, i guess "hear" what they have to "say". Japan and much of the east has never been any direct threat to Islam or the middle east, whereas the United States and EU- not only directly contributing to great disturbances in the middle east and its muslim inhabitants, are also the center of all degeneracy and ways and ideals that go against humanity, decency, and Islam; even though ironically Islam is a death cult.

Why waste your time and your literal life/body on just a twig or small branch that makes up the entire tree? Especially if the twig doesn't even have any Judeo-Christian foundations? As a matter of fact, I wouldn't even label Japan as being a twig attached to the tree itself, but rather like a really small extension of the tree 20 meters away with half of its roots coming from the tree, and the other half coming from itself. Japan had been banned from any foreign deployment until laws passed in 1992 that allowed them to be a part of UN missions. So they haven't had as many opportunities to meddle in middle eastern affairs and get the blowback. They currently support US airstrikes in Syia and have troops deployed in Golan. They have had terrorist attacks from within such as Aum Shrinko, but because of very restrictive immigration and cultural homogenity, they don't have an Islamic subculture there to nurture Islamic extremism.
