Subs have a limited payload and only a certain number are on patrol at any one time. Probably cost more to built and operate for the payload as well.

The airframes are "obsolete" I guess but the parts inside are very much up to date. Avionics especially are constantly being retrofit in military aircraft today.

When you nuke a target, you don't launch just one. You launch a salvo of at least a dozen, knowing that most will probably get intercepted but it only takes one hitting its target to have the desired effect.

You can (hypothetically) sink a submarine before your enemy can respond. Not really plausible to disable a land-based launch site that quickly, not by conventional means anyway.
