As others have said, having a heavily mixed population(race, creed) gives the elites more power. It's really not about Islam per se, anything will do just as long as conflicts flare up from time to time so that people distrust each other. If the population is fractured into multiple smaller groups then it's impossible to create a nation-wide movement because every group will first and foremost focus on their own issues.
