Paris Accord is a war doctrine levied against the United States. The United States was threatened, and flying in the face of an 'alleged non-binding agreement', the top supporting countries immediately refused to renegotiate with the United States. It is warfare, the United States was threatened to surrender and Trump refused surrender. Their only moves available are sanctions and actual war. The United States is not surrendering it's industry or finances to China.
They don't have another card to play in their hand, they either fold or go all-in, but they won't be able to convince first nations to literally sanction the United States or threaten it with actual war.

Negotiations are not allowed under terms of surrender. The US was asked to surrender, which is why 'renegotiation' was immediately refused. Thankfully a businessman sits in the oval office, to at least recognize a bad deal for what it is, regardless if he understands the sheer scale of what was demanded of the United States.
