It doesn't actually matter what bike would be the most cost effective. If any given PD across this nation doesn't use its full budget before the end of the fiscal year, the excess cash will not carry over.

PDs that purchase BWMs and can afford their yearly maintenance costs simply have a larger budget than those who purchase Kawasakis.

That said, Kawasaki makes great bikes. Just your point is kind of stupid from a city budget standpoint.

Emergency warning lights generally aren't custom designed to fit on every make/model motorcycle but they can be attached to any bull bar. Just find a bar that fits and you can attach any light or siren you want to it.
