There must be a binding mechanism to unite people within a country. The fact of citizenship itself is not enough. The bond must be either racial, or religious (Israel is very multicultural but there is little internal divisiveness). There is no other option.

I guess you could say multiple ethnicity can work together as long as one is clearly dominant. Pretending all groups are equally important is a recipe for conflict. Sikhs are alright though.
