That's only true part of the time.

Think of it like this. Trump can control certain things like pulling the U.S. out of the Paris Agreement. But that doesn't stop other countries and individuals chipping in the money that the U.S. will not be paying. It also doesn't stop individuals and corporations from taking measures on their own to reduce emissions.

Companies will either do it on their own, or they'll do it because it will help sales due to public opinion.

The agreement is nonbinding, so I'm not sure where you're getting this whole 'foreign cabal' thing. It's not like there is a mechanism within the agreement to punish countries for failure or noncompliance.
