Answering question 2 first, it seems to me that news reporting at the BBC was neutered quite heavily following the David Kelly affair. Before, there seemed to be more investigative journalism occurring, and seemed to have more in common with news outlets like RT. Afterwards, it seemed as though the news at the BBC did everything possible not to offend anyone and toe the official party line on everything (see also the reporting at Firdos square following the end of Gulf War 2, where it was made to look like the whole of Iraq was celebrating the defeat of Saddam Hussain, when in reality there were only a few hundred Kurds in the square in what looked like manufactured fake news propoganda, especially when you see the wide-angle picture of the event where the square was surrounded by tanks and the news made it look like there were vastly more people there than there was in truth, thanks to tight camera shots and having the reporter be in the small group), and news reporting seemed quite lightweight and inconsequential in comparison to their earlier output. To be honest, it left me wondering what the Blair government had on the executives at the corporation to make the shift to a more lightweight reporting style so rapidly (more Jimmy Savile level allegations, perhaps?)

This leads to an answer to question 1: It looks as though the BBC's news reporting teams were cucked by the Blair government in light of the allegations surrounding the David Kelly case.
