I've had it go both ways with the "apply in person" thing. When I got my first job at Safeway I overheard the hiring lady talk about how she would never hire somebody if they didn't take the initiative to come talk to her in person.

In the US at least, most of the value of the college degree is that employers can use it to weed out stupid and lazy people.

The point is that it COULD make the difference. In my experience, for whatever it's worth, it makes a positive impression in companies that value personal growth. Commoditized businesses that simply hire based on the lowest wage they can pay are less likely to care if you make an effort.
