The irony is, if you read any Black Panther stories from before Christopher Priest (a black writer) got the character in 1998, Wakanda was portrayed as having acquired the technology through purchases made with money from Vibranium sales. The general population was still very much superstitious and throughout Don Mcgregor's work on the character a common theme was the Black Panther's attempt to get them to move away from tradition to technology, as many of them denied modern medicine preferring their witch doctor rituals.
