He didn't really kill any person purposedly per se as he never shot any person who are running but he did burn some of the carpets and tables inside the casino to cover the cctv up.

As a result of the burning, some 36 people were trapped and died of suffocation.

I have no clue how the interior of the casino looks like but from what I've seen in usual fires. Smoke can easily surround the place faster than the flame and no water can easily disperse a large amount of smoke since the guy literally poured gasoline to the carpetplace and the casino table which are high combustible materials.
