It's a global climate initiative that aims to set goals for all countries to aim for, as far as pollution levels go.

Basically: countries on the "developing" categories don't have to cut their emissions until at least 2030. Countries on the "developed" list will be required to cut their emissions right away, and also to fund infrastructure in developing ones.
