Winning a nuclear exchange was always possible ever since SLBMs and DT shots became a thing.

The goal behind a legitimate ICBM defense isn't even to stop all missiles that come in. It's to add uncertainty to any RV to actually hit its target, let alone destroy it. To give a brief example - lets assume that right now a RV has a 100% to hit and destroy its target. So now GBI comes in, and lets say it only has at best a 50% chance of intercepting a single target.

So for example, 50 of those targets absolutely, positively must be destroyed, that means the other 50 you originally targeted are now spared.

Now the real threat is "What if one of these missiles strikes a MIRV bus before it releases its warheads? It has just taken out MULTIPLE warheads with a single shot, meaning I now have to alter my target selection and warhead usage even more!"

With very little comparative resources, the nation with a viable ICBM defense has just taken a large chunk out of their adversaries usable warhead total. THAT is the true power of an ICBM defense.
