We're launching an ICBM. If they didn't announce it we could accidentally a WW3.
So how would the U.S. being able to stop ICBM's change the balance of power? Other countries having a nuclear deterrent is pretty much the only thing stopping WW3.

From what I've heard, our ICBM defense capabilities are not up to the level that we would want if there were to be a significant exchange, and that this is one of the areas in need of additional spending. But I wouldn't really know first hand.

Testing from Kwajelein has been going on for 30 years. "Bullet hitting bullet" defense may not be active yet, still in research phase. Probably the status (active vs. R&D) is classified.
