You don't get welfare if you just don't show up to work one day. You only get unemployment aid if you're laid off. And that only for a while, and only while you apply for the jobs they tell you to apply for.

Universal income would do nothing to encourage working. The system itself can't work. You'd be bankrupt a lot faster than communism was.
