Because these adoption services are doing a public good, the state helps to fund them.

Queers, Muslims, and assorted degenerates were looking to destroy these religious adoption services via lawsuits. The Texas House just passed a bill to make it illegal to do that. Now the bill has to pass in the state senate.

Does this law ACTUALLY say that non-christians are legally barred from adoption, or is it just saying that religious reasons are considered a valid grounds for denying an adoption request?

At this point I'm more willing to believe shit like the latter is being treated like some kind of infringement of the First rather than enumerating an aspect of it that should have been protected from the beginning.
