They work to find out the cheapest and most effective way to do so and stay competitive.
Eventually it becomes so cheap there's no reason not to uplift a base-human to your level, especially when you can rewrite their genetics to your tastes during the process.

The world is mostly already controlled by the same groups, but there's enough chaotic elements (As people aren't completely rational) to keep a certain level of freedom.
