In my experience, blacks don't like to read because they find it boring. I theorize that they don't have the mental capacity to visualize what they're reading, which is part of what makes reading so enjoyable. Add this to poorer cognition and you can't form complex theories or conclusions about the text. Finally, blacks tend to have lower levels of empathy, so they can't relate to the characters. If a child doesn't like to read, their reading skills will not improve. Since most blacks don't enjoy reading, their reading abilities are low.

Growing up she would tell me stories about teaching that I never took to heart until I started teaching to.

The reasons blacks have trouble reading is two-fold, one part lower IQ scores, one part black culture

I'm a reading interventionist/tutor at a public elementary school in Delaware, USA.

It is true that the majority of struggling readers sent to one-on-one reading intervention in our school are in fact African Americans.

I would not say there is not any single reason for this, but a number of contributing factors.

-Many parents either can't read and/or don't read to their kids as toddlers

-Many parents are absent from these students' lives, especially their fathers

-Learning to read requires discipline which these students simply have not learned at home

-These students often lack a home or peer social culture that values academics

-The Ebonics (Black English) language these students hear and speak outside that classroom does not correlate to the printed text taught in school

-There is a cultural gap between these students and the mostly White (including me) teachers

-The reading tutors are poorly paid. There is a high turnover rate of reading specialists who once they have gained enough experience to put on a resume move on to higher paying jobs with more motivated students such as teaching English in Asia.

I know I'm not renewing my contract for the next school. I think teaching online is a much better option.

Most of my students this year made significant progress improving their reading skills. However, I think the minority students might be better served by minority teachers. But minority teachers in the States are hard to find ..so the vicious cycle of functional illiteracy will probably just continue. I tried and did what I could. A culture really needs to look out for its own members. Expecting the government to solve these problems probably will never really work no matter how much these programs are funded.

It's not just blacks. A lot of people have trouble reading because of the way information is exchanged now -- think social media.

If you're not raised to read it's very hard to develop the skill as a kid. Because it's not just something you can either do or not do, there is a massive skill ceiling when it comes to reading. You need vocabulary, memory/recall, visualization, abstraction etc...If you are developing that as a child then you will struggle to read as an adult.

Now imagine this problem combined with the fact that blacks have a lower average IQ, and a culture that does not often reward intellectual behaviour and you have a recipe for mass illiteracy -- despite having a functional grasp on the language. Literacy rates have historically increased, but the gap between the functionally illiterate and the highly literate types has been growing.

Also, literacy is becoming segregated. A STEM major may have a high level of literacy within his field, but he might have a very difficult time reading a novel. Something I personally struggled with for about a year after graduating...I had such a hard time reading novels.

I have actually read the study they're referring to and the study explains away the delay by saying that societal expectations stops them from reacting because children in kenya are supposed to be neither seen nor heard and should be as still as possible unless spoken to (or they get hit) - this is referring to mostly 6 years old, not 16-18 month olds as you said.
However even in western societies there's still a delay with blacks so the excuse falls rather flat.

First, blacks live in a culture that doesn't value education, they consider it nerdy and this is equated with reading. The dissidence towards mainstream culture, refusing to accept values of whites and generally things that whites do. It's called overt prestige. Displaying solidarity by doing things differently (e.g. not caring about education, talking in vernacular languages).

The biggest reason though is most likely early childhood. 80% of blacks are born to single parent homes. Starting from infancy, the child does not hear language. The parent is alone, carries all the household burdens all by herself and has no time for activities that would burgeon brain development (or she simply doesn't care). White moms generally are much more invested in this.

We can't know what kind of neurological damage is done to black kids by their single parents through stimulatory deprivation. They probably have less active neuronal connections in their parietal lobe (reading comprehension), but that's because those connections didn't develop due to attrition in the environment.

It's culture. Asian culture holds family and education in high regard so they have intact families that push their kids to learn. To focus on school, to improve themselves, to be disciplined.

Blacks are not so inclined. To be frank, they don't care about family and they have nothing but disdain for education. Broken families with high rates of single mothers with no one helping their kids to learn or instill any for of discipline or drive to learn? It's a recipe for disaster. It's a recipe for the state of blacks in the US today.
