That's true , but Chinese are very proficient at creating papers they know are false. It's just a fact, unis are very liberal and they really like to take foreign students (esp. since that boosts their port folio) but Chinese are actually so bad at plagiarizing and making fake stuff up that most people simply don't trust Chinese research anymore.
If schools are as good as you say, then maybe the next generations wil lbe different, but the one at the top right now is not competitive in any way.

Shinichi Mochizuki is probably going to be considered one of the premier mathematicians of all time after his work is deciphered in the next couple of years, Japan produces about the most mathematical and scientific research in the world per capita, or at least in bulk terms, is up there with the US, and has a higher average IQ than white countries anyway, meaning more of them are actually able to contribute meaningfully.
