It's not a loophole at all, international law obviously applies internationally, US law still applies to US military bases and even if it didn't Cuban law prohibits such a facility. The big meme is they just don't classify them as enemy combatants since they weren't wearing uniforms which you could try on anywhere, they just know if they tried this on the mainland it'd be easier for lawyers to get access to such a facility and they'd be shut down.

It's not useful to anything since the vast majority of the in-mates are not terrorists, just the brother of a guy who delivered a package to a guy who talks to terrorists once. And even if they really knew anything abusing people isn't a good way to get reliable intel, they'll say whatever they think their captors want to hear and the US knows this, it's all just a scam to get people to give false confessions so they can get more funding and get excuses to let the CIA do whatever they want. That's basically what torture has been since forever, a way to get false confessions to push whatever agenda the people in power want.
