No they werent this is a conspiracy theory from the Shahs supporters because they can't deal with the fact of how successful Khomeini was. Khomeini had support from almost everyone, including the communists and secular democrats. He was the focal point for the anti shah movement. The CIA mishandled the Shahs attempts to take the country back because they didn't understand Iran.
