A-H probably would have had a better survival chance if it had been more multicultural. Moving over to a system with 3 primary cultural groups (Magyars, Germans, Slavs) or further dividing into ethnicity-based subunits would have alleviated most points of criticism against it.

Frankly, WWI is the primary reason why it did fail. Even homogeneous nation states were driven to the brink by total war, no wonder that A-H was torn apart by it. And even towards the end of the world war, most ethnic groups stayed relatively loyal, central authority simply disintegrated in late 1918, and that's when local governments were formed.
