Regarding the immigration issue, not only is it clear that the candidates must tread lightly as to not upset the general population, they must tread lightly to just not upset the party. It isn't the time yet, for someone that wants to do away with the majority of immigration, but if we're lucky, a day will come in the future.

Well, the vast majority of people considered the bill, and it's previous iterations as harmless. He actually changed his tune once Jordan Peterson spoke to him about it, and without knowing about how an amendment to the human rights act affects all the provincial human rights commission and tribunals, I would consider it harmless.
Since the conservative party supported the bills, he probably got his marching orders from them. He must have known to choose his battles and not make a sticking point over a bill that was practically impossible to stop.
