What you fail to understand is that an individual steel column is rated for a certain ultimate failure strength and a design strength which is usually 2-3x less than the ultimate failure strength. This factor of safety is key, and if a particular steel member is heated to say half it's melting point (easily attainable with jet fuel) it lowers the fail strength of it to very near or below it's design strength - resulting in failure and collapse.

yes, they are build to code, usually a factor of safety of 3x meaning what ever tensile/compression strength they HAVE to have on a steel member - if it were to increase by 3 it still wouldn't fail. That is why fire is so devastating, because it lowers that ultimate failure strength by about that much. The moment the stress applied is greater than the NEW failure load it fails.

I'm saying the melting point of steel is irrelevant, the reduction in strength is a gradient that starts from about 600C and drops off a cliff until there is zero strength remaining at the melting point of 2100C. So at 600C there is a reduction, at 800C there is a bigger reduction (factor of safety is dropping), at 1200C there is huge reduction (factor of safety according to design almost gone). It will fail at a temperature far below the melting point.
