No it doesn't, it does the complete opposite. A minimum wage is a price floor on labor, so low skilled workers have to compete with workers with a higher marginal benefit for the same wage. It's not as if private businesses are unable to pick who is better suited for a job, it's in their direct financial interest that they get the best employees.

There is no guarantee that total payrolls will be higher because less people are working. 8 people being paid $10 an hour for 8 hours is more than 5 people being paid $15 an hour for 8 hours.
