Quite a few things wrong with that guys assumptions. He hasn't quite thought through all the variables.

Take speed for example, speed is and always has been relative. Normally we attribute speed with the position on the ground (something traveling some units of ground distance every unit of time) so it's not intuitively obvious until someone points it out. In space speed is relative to you or another object. Say you were traveling at half the speed of light relative to earth, something tears past you going twice your speed. From you perspective he traveling half the speed of light, from earth hes traveling at the speed of light.

The idea of a relativistic rocket doesn't really make sense with in this context. It's not only possible to spot something it's possible to intercept it.

The idea of being top dog, "the colt 45 makes every man equal" etc, is the very thing keeping the peace among the major nations. MAD and NATO have been the bedrock of peace for decades. I would take it on logic that any race advanced enough to get through the trials of it's own planet and develope interstellar travel would likely be quite focused on discovering new secrets of the universe. I think the incredible variety of shapes sizes and environments life can exist in can be a reason. Some other intelligent life forms my be on a plane et where gravity is 5 times what it is here, potentially making it impossible to leave the ground or leave their planet. Some may be subterranean and develope rich cultures and technologies but have no idea of the whole universe, living in a nutshell.
