Genophage, seriously. I work for a lab that successfully experimented with pathogens that made mice and rats docile and infertile based on genetic subspecies. We could easily make a pathogen that would target exclusively blacks of sub-Sahara origin. It would take no more than few months to actually develop it (delivery and distribution is different story). And there are plenty labs just like mine, but the problem is, nothing is ever done without funding, and no-one would fund such project openly, and cost and regulations and oversight make it next to impossible to do it covertly.
