Palsy is only inherited in very small percentage of cases. It's a movement disorder, as opposed to "being a retard" like some here will say. It's recessive, and can actually be triggered through physical trauma.

But yes, their children can be, and often are, perfectly normal.

Cerebral palsy is often caused by random injury during birth. If the baby's breathing is compromised by the umbilical cord or a fucked up delivery, the lack of oxygen can cause cerebral palsy. It has nothing to do with genetics or being retarded.
