If you read their propaganda magazines (which are frighteningly well-produced, although not surprisingly so, considering the captured journalists they have working for them) it's pretty clear the idea is escalation. Spread terror and hatred, and get all the nations of the world to descend upon the Middle East in a bloodbath of Biblical proportions, which they believe is a key tenet to the ushering of Armageddon.

They desperately want us all to come fight them, to bomb them, to bleed them and bleed in turn, to bring about the end of the world.
