He asks about provisional ballots, which are ballots one is legally entitled to cast although a local polling station has reason to believe you should NOT be able to vote (no ID, not registered, etc.). The provisional ballot will later be determined to be valid or not.

As one might infer, this could involve election fraud, and Seth's knowledge of this could be a motive in why his computer contents haven't been available.
