I have bad news for you: there is no answer, that something for your people to decide down the road, once you take stock of the damage done. This is personal opinion of course, but I think people fight over this issue because some are in denial that any damage has been done over the last 100 years. All actions have consequences, and the loss in WW2 means we must suffer destruction to an extent. We can't just apply the Nuremberg Laws to every nation, wash our hands, then expect it to work. We have to take account that the race mixing that has gone on left scars. I don't know the answer, but I guarantee it will continue to be debated until we actually have power and have to decide.

Some exceptions will likely be made in exceptional cases, but to reform / heal and have complete identities, it will have to be conservative acceptance.

I have a CS degree. One of the things you encounter in the first two years of most CS programs, is an intense attrition experience. A good 40% of the freshman class changes their major. Fixing robots, programming their software, etc, is never going to be the thing for a majority of people. Driving them, perhaps. Colonizing Mars using piloted robots, perhaps. But a nation where only a tiny minority is actually needed, degenerates to a lowest common denominator, just like any ghetto-fication process in a welfare state.
