1) Under Stalin and Khruschev people believed in the Soviet project, under Brezhnev and later - no longer, they just tried to live as comfortably as possible (the "developed socialism" doctrine)

2) USSR was one of the most cautious and indecisive empires in history.

The central planning system reached barriers in the 70s as the population grew and the economy simply grew too large for the old-fashioned methods to manage. The state spent huge amounts of money on its military while living standards stagnated or declined. The political system was too centralized and didn't take much criticism. Brezhnev's regime was conservative and didn't like change, even though the world around them was changing. Brezhnev himself was old and in poor health by the late 70s, so he couldn't crack down on the petty corruption and gerontocracy that was proliferating. Meanwhile, a lot of resources were spent on maintaining military and political hegemony in Eastern Europe. Even as Andropov cracked down on corruption, living standards had already started deteriorating, and the moderate but seriously ill leader died months after taking office. Gorbachev was just very radical and tried transforming an old country rapidly in just a couple years, leading to economic issues and instability and a rising tide of previously-repressed nationalist separatist movements.

They were able to import food up to the 80s with sales of their oil and then oil prices crashed. Eventually the food ran out, Gorby was selected to reform it all (Make Soviet Union Great Again), but as soon as he started giving people freedom they wanted independence.

The economic reforms never worked either and the whole system collapsed.

In the glorious Soviet union, meat was a luxury. Supermarkets were always empty and people would rely on black markets to get the good shit. The reason for this was central planning. Food would be complied and distributed by the state. My father had friends who knew the old lady responsible for delegating kalbasa (essentially, the only meat in the USSR) to the various districts. Every year this old lady would determine which oblast would get which amount of kalbasa. When it came time to determine allocations, the various representatives of each oblast would line up at her door, bearing gifts like flowers and candy (real expensive shit) and would beg her for more kalbasa.
Whether she played favorites or not was unclear. But what was clear was that there was never enough to go around. Some districts got more meat one year and less another year, sometimes supermarkets were just left barren. It was a massive shitshow. Nobody knew what anyone else was doing. People in charge of shit they didn't understand. And situations happened like the one above where some babushka was put in a place of godlike power.
