Off the top of my head I know there's some areas in India that get them fairly regularly. Quick look at Wikipedia says

"Tornadoes have been observed and documented on every continent except Antarctica. However, the vast majority of tornadoes occur in the Tornado Alley region of the United States, although they can occur nearly anywhere in North America. They also occasionally occur in south-central and eastern Asia, northern and east-central South America, Southern Africa, northwestern and southeast Europe, western and southeastern Australia, and New Zealand."

Basically anywhere you've got relatively flat plains. Central US is just the biggest since we've got the biggest plains.

There were locals standing out in the middle of the park, watching the tornado form, like it was no big deal. Predicting something, and knowing how it works are two different things. That is why we have Tornado Watch warnings. They know when the conditions are ripe for a tornado to happen, but they can't predict it with 100% accuracy.

It's all about energy my friend.
There's a massive amount of potential energy and a massive condenser of that energy over that area every spring. Hurricanes are the same way, but they've been around in our records as long as man has journeyed the seas. Weather gets really strange when the atmosphere gets unstable. Here, unstable means unbalanced. In the Midwest in spring, you have the dryline interacting with combining jets and two VERY different airmasses, hot and moist and cold and dry. That's why it happens in spring, that's when those two airmasses are at peak difference with each other. The jet steams can get that air spinning and get it mixing together, and it becomes a self-feeding monster until the air stabilizes(usually from cooling due to nighttime) more.The storms themselves can also consume all the moisture/heat needed to fuel them and literally run out of fuel/energy.

Like I said, it seems irrational because normally, it is very irrational. Hence why it only happens in a unique area of the earth.
