I doubt it. Africa is a yuuuuge place, even the United States would struggle to control the entire thing. And Japan's economy is roughly the size of Cali+Texas put together, and its people have little tolerance for basically anything outside of Japan or islands that they consider rightful Japanese clay (Kurils, Senkaku/Diayou, etc.).
