It's not according to literally all customary and ratified international law. The Allies acknowledged war crimes were committed and openly decided to not move forward with prosecution. Kind of hard to enforce international conventions when the enforcer is also the perpetrator.

War crimes are the biggest meme of all time. The rules only get slapped against the losing side and no one gives half a fuck about what the winners did. Even in cases where they did exactly the same thing they are pursuing charges on an enemy for.
