As it turns out I'm reading "This Vast Southern Empire" by Matthew Karp.

The support for that depth of expansion only arose relatively late in the war. While Polk was warm to the suggestion there also a number of of prominent statesmen in Washington urging against it, particular with regard to Mexican territory. Nicholas Trist, the American envoy tasked with negotiating peace with whatever Mexican authorities were left, exceeded his orders by remaining in Mexico after he'd been recalled and negotiated the Treaty of Guadalupe-Hidalgo. There were ethnic and racial concerns in the conquest of all or most of Mexico. Polk had wanted California and New Mexico (which included Arizona) and got them both except for lower California (the Baja Peninsula.) The treaty was reluctantly accepted by everyone in Washington.

The armies of Windfield Scott and Zachary Taylor were tremendously successful in the field but they were running out of enemies. While the Mexican state was collapsing the nation remained. No one wanted a protracted or prolonged military conflict.

Oh, and with regard to Oregon, Polk was bullshitting the British. He always wanted the border at the 49th parallel. He was very astute in playing them though. It was Missouri's Thomas Hart Benton that remarked on the different approaches to territorial ambition with regard to Mexico and Britian, "Britain is strong and Mexico is weak." Polk always saw the military option as the first option with Mexico while being very diplomatically cautious with the British. Lastly, Cuba escaped full annexation a couple of times.

Minarchism is pretty great. Really all a nation should be doing is protecting its borders and thus its citizens.

The nation is basically one collective property owner, its borders being its property lines, and anyone who dares cross those lines either goes back voluntarily or gets shot.

It is only at this level though that the nation can be conceptualized this way, and in any other way it is one man and another man, each with individual responsibilities and privileges doing their jobs.
