I'm considering beginning a kokeshi collection. Not certain if this is the right board for advice, but /jp/ wasn't any help. Any words of wisdom for a new collector? Or any helpful tips on material/details/artists to lookout for? Differences between collecting traditional (dentō-kokeshi) vs creative (shingata-kokeshi)?

If you can, visit flea markets in Japan. You'll find many kokeshi in various style and age (and price).
A few years ago, I found one for 100円 and the person to whom I gave it told me it was made at the end of the 18th century.
