How is something like this achieved? Is it a filter?
Hard to say. Seems like it was a bright cloudy day and the photog over-exposed the shot just a bit. Doesn't explain how sharp and dark the birds are tho. Any idea who took it?

Nah, you couldn't do that in post, or at least if you tried it wouldn't come out quite right. It's def shot on film, probably with an ISO higher than one would usually use to take pics in daylight. That explains why the birds are still so sharp (fast shutter speed) and the artificial look of the mountains (ISO grain)

Given the recording medium - film - and the climate, weather and lighting conditions of the place this was taken and the strong telephoto compression of a faraway mountain range, I think this is just exaggerated film UV distance haze, which could be further increased by using a blue filter, although I think here it's just a far enough telephoto shot to show natural haze in that area. Remember haze is stronger on film than on digital cameras that all have built-in UV gilters by deafult.
