I can't find any literature anywhere in any books online on this.

It "strobes" to find focus before you take the picture. You can't turn this off, and usually you can prevent it from happening by having the shot in focus before hitting the flash button on the camera.
Another way, which many photographers use, is to not use the pop up flash at all.

If you have a 70D look at the dial for the flash sign crossed out. Assuming you're shooting in auto
