This is right. Even if your shots are biased to onside for whatever reason your RAW values are adjustable.
Artistically histogram readings are all subjective, as in shooting high or low key. Using your picture as a standard, shooting in white snow (all white), +2 might be acceptable (speaking very loosely) since a histogram ties to how much data there is for one value.
I kinda like the +1, I'm always overexposing my pictures, especially on film.

Why would you even bother? Histogram's perfection doesn't correlate with your tastes and wishes about the image
Use Adams' zone system and a proper spot meter or go evf if you shoot digital
