If the film is mistreated or underexposed and brought up, or if it's shit Lomo 800, I can definitely see that being film grain.
The photographer has a "what's in my bag" feature on Lomography, so it's probably Lomo 800.

That looks like exactly the kind of digital noise at high ISO on my Pentax Q-S1. It looks quite film-like at 1600, in fact. But it's obviously not grain. You can even see chroma noise.
I'm still doubtful. Wouldn't be surprised if this person was just trying to pass off digital images as film for hipster reasons.
