Some developers accentuate grain and enhance edges more than others. Rodinal is one that does this, especially with 400 speed films and above.
You can use push development for more grain, too. Or use expired film or film left in bad conditions.
Some films are inherently more grainy than others, even given the same speed. Fomapan 400 tends to be more grainy than Tri-X or HP5, and those are both more grainy than TMAX or Delta.
