So I got a sweat deal on an A58 with some lenses as my first dslr. One of the three lenses is an old Sigma 18-55 that the seller threw in for free, the problem however is that almost the entire lens body is covered in a a layer of smudge. Upon further googling it seems it's the rubber used on the focus ring etc. is coming off.
Would I be able to clean it with isopropyl alchohol and if so which %? (96%? 99%?) The glass itself is in good shape, it's just the gunk and smudge that's on the body.

Yes.
Isopropanol, but don't use paper towel. That'll just leave bits of paper towel behind.
Use a cloth towel of some sort.

Thanks! should I use a different cloth and some water afterwards when the isopropanol has dried up to clean up the lens body some more?

Not really necessary. If you used enough wiping and isopropanol, then it'll just leave the camera squeaky clean. All the isopropanol will evaporate.
Use 99% because why pay almost the same for 3% less? Less water is good in any case.
