I was wondering if any of you guys know how to remove certain parts of a video to replace with something else with no green screen

for example in this music video they managed to remove the sky and replace it with static. if anyone knows how to do this on premiere it would help a ton. thanks

i would prefer to do these things in after effects. if there's enough contrast you could do an alpha matte to remove the sky or just to mask the static noise layer.
