I have an HDR app (HDRtist) that makes stuff look like that when it is proper HDR though. If you really crank it up extreme. For multiple exposures it does HDR and Exposure Blending and for single exposures it does Tonemapping. Maybe the app's a shit but I have a hard time getting neato results.

Does anyone have any good examples of pretty HDR? I've googled around a bit but only found overdone unrealistic stuff that aren't all that great to look at imo
However I do like the idea and I wanna try it myself but I don't know which situations would suit it

Turn your question on it's head, so to speak, and look for examples of when to use exposure bracketing. An HDR image is just a desired outcome when the scene has more DR than your camera can handle in a single exposure.

You are right on that - the moon is obviously fake (it was taken that night, but enlarged like crazy). It was supposed to be stylized but I could have done better with my layers.

there's tone apping and there's exposure compositing. tone mapping works with finer detail and is what causes the cartoonish look. exposure compositing when done right is more like a shaped GND filter
