It's a 110 camera.
Minox, the Soviet KGB and the CIA both used them to spy on each other years ago. Doesn't shoot 110 it shoots a proprietary film which if you're careful with a film slitter you can cut the film yourself and load it into reloadable cassettes. They came with their own developing tanks and could be developed in a bathroom with a portable chemistry set. Everything needed to do the job can fit in your pocket or a small satchel. Really neat stuff.
They usually came with a necklace with marks on it that were used to judge the distance needed for the camera to photograph an 8x10 document; that is precisely what they were designed for. Almost all 110 pocket cameras from the 70s and 80s are scaled-up and dumbed-down versions of these cameras.

Minox (Swiss made I think) this looks like a MInox with a built in lightmeter. Other poster is right about the chain as a measuring device for getting the manual focus correct. Notice a good range of shutter speeds and incremental measurements (metric up to 2 meteres from .6 of a metre - about 18 inches minimum distance. It did go to infinity but the results were poor. It used 16mm film which was easily available in every chemist and photo shop in the 1960s through to the 1990s. The full kit included a teacup sized developing kit and a spiral loader and a measuring spoon and pouches of powdered chemicals for dev and fix.. You could dev the neghs in the hotel room using tapwater then read off the data with a lupe. How do I know this? I vaz a spy....

These Minox cameras are super cool. There's a huge community around respooling and developing film for these now.
